A coin toss between he and his brother determined that Leslie Frost would enter politics as MPP for Victoria-Haliburton while brother Cecil went into the Tory backrooms. From 1949-1961 - first as Treasurer, then Premier - Frost engineered 3 Tory majority governments overseeing the most prolific industrial and economic expansion in the history of Ontario.

Plagued by a limp suffered during World War I, Frost initiated public health care in the form of OHIP. He greatly expanded hospitals, schools, highways, and hydro-electric projects led by the St. Lawrence Seaway, all the while battling Ottawa for his conservative vision of de-centralized government.
